FOIA Request to City of Shelby regarding procurement bids and RFP submissions on February 1, 2026.

The Foothills Review has submitted a Freedom of Information Act (FOIA) request to the City of Shelby, North Carolina. The request seeks access to records related to procurement bids and responses to requests for proposals (RFPs) received by the city during the immediately preceding calendar month. The request was made under the North Carolina Public Records Law, G.S. §132-1.

Specifically, the Foothills Review is requesting information on solicitation or project titles, names of bidders or proposers, submission dates, bid amounts or proposed costs, and descriptions of the goods or services proposed. The media organization emphasizes that this request is for existing records only and does not require the creation of new documents.

The Foothills Review has also requested that if any part of this request is denied or withheld, the City of Shelby should provide a specific statutory basis for such denial and release all reasonably segregable portions of the records. Furthermore, they have expressed a preference for receiving these records in electronic format if available.

As members of The Coalition Opposing Governmental Secrecy—a non-profit organization dedicated to investigating governmental agencies—the Foothills Review highlights their role in holding public institutions accountable and providing transparency to the public.
