FOIA Request to Rutherford County regarding vendor payment register on February 1, 2026.

On February 1, 2026, Foothills Review submitted a Freedom of Information Act (FOIA) request to Rutherford County in North Carolina. The request sought access to the county’s vendor payment register for the preceding calendar month. This request was made under the North Carolina Public Records Law, G.S. §132-1., with a preference for receiving the information in electronic format.

The records requested include detailed information about the vendors paid by Rutherford County. Specifically, Foothills Review is seeking names of vendors, dates and amounts of payments, and descriptions of goods or services purchased during that month. The purpose of this request is to gather information of public interest for dissemination to the public.

Foothills Review emphasized that the request is limited to existing records and does not require the creation of new documents. If any part of the request is denied or withheld, they have asked for specific statutory reasons for such denial and expect all reasonably segregable portions of the records to be released.

As members of the media involved in gathering and reporting news, Foothills Review has requested a fee waiver based on their role in providing transparency and holding public institutions accountable. They are also affiliated with The Coalition Opposing Governmental Secrecy, a non-profit organization that assists media companies and advocacy groups in investigating governmental agencies through FOIA requests.

Of 522 senior students taking the science portion of the ACT in Rutherford County school districts, 92 (17.6%) were considered ready for college in the 2022-23 school year.
