City of Shelby issued the following announcement on Jul. 11.
The City of Shelby, Cleveland County Community Development Corporation and the United Way of Cleveland County are partnering to provide low-to-moderate income residents of Shelby with financial assistance for costs related to their utility and broadband bills.
In late 2020, the City of Shelby received a $900,000 CDBG-CV grant for utility assistance. Foothills Regional Commission is providing grant support to the partners, and the City is working with the United Way and CCCDC to administer these funds to those who are eligible.
The grant will be used to offer payment assistance with water, sewer, electric, natural gas and broadband bills to individuals and families who have been impacted due to a loss of income during the pandemic.
How does the public apply for assistance?
Residents can apply online at: https://uwclevco.org/ beginning July 12, 2021.
Applications can be submitted online at the link above, where they will then be reviewed for eligibility. Applicants will be contacted by staff from Cleveland County Community Development Corporation.

What are the requirements to apply for assistance?
- A completed application.
- Income verification (low-to-moderate income status).
- Applicants must be a resident of the city of Shelby.
- Applicants must have been financially impacted due to loss of income during the COVID-19 pandemic.
Successful applicants can receive grant funds, up to three consecutive months, for bills for water, sewer, electricity, natural gas and broadband.
